How can a bootstrapping entrepreneur get in touch with a super-human MS Outlook developer (maybe ex-MS guy)?
Simply put if the development project is hard to code, it's probably either being micromanaged to death or it's designed incorrectly. That aside, if you're looking to get in touch with good coders try putting an ad on craigslist or checking out rent-a-coder. In parting, I'd like to point out that all of Outlook's functionality has already been ported to the web, so unless you've got a seriously cutting edge angle in mind you're reinventing the wheel. Good luck in any event.
