Most guys are going to watch a girl change if they get the chance (even if they are not interested in a relationship). It doesn't sound like he is really wanting to pursue anything becasue he had the chance to make his move when he was laying in bed with you and didn't take it. However, I think you should try it. He may just be too shy to act on his feelings.
