What is molestation?

A friend of mine used to spend the summers in Florida with her grandparents, and their 40 year old family friend used to flirt with her since she was a little kid. When she was 11, he started sucking on her ears and toes, and touching her ocks and waist.This was constant, and when she was 12, he tried to take off her pants, and he stuck his hand down her pants to feel her underwear. He got into a hammock with her and would rub himself on her, over clothing. When she was 13, they were in a pool together and he bit and felt up her , and tried to take off her bikini bottom. He constantly made ual remarks towards her. She doesn't think this counts as molestation, even though she feels violated. She has all the symptoms of a victim-was she actually molested?
