Can East-Asians, Indians, or Arabs be considered American or Canadian?

People of these communities are considered 'outsiders' and foreigners, even if they are born in America or Canada, where as Blacks, Hispanics, Whites, and Natives can be called inhabitants or referred to as Americans or Canadians. Will an Indian (from India), East-Asian, or Arab/Middle Easterner ever be considered a true American or Canadian?
