Why do libs say bIack schools don't do well because "there's not enough money" when they spend more per pupil?

they need some sort of excuse.my daughter goes to a private school and they are not very well funded and their students come out academically ahead of the public school system all the time.her 3rd grade teacher told us what she gets paid a year after being there for more than 20 years, a whopping 26k that's it.it has to do with the quality of teachers in my eyes.kids don't learn when bad teachers are kept around no matter how much money is dumped into the system
